We invite qualified individual consultants or consulting firms to undertake a comprehensive feasibility assessment of local production of specialized nutritious food products (e.g., fortified blended foods such as Super Cereal Plus) for the management of Moderate Acute Malnutrition (MAM) among children under five.

Position Overview

The consultant will assess the technical, regulatory, economic, and operational feasibility of producing MAM-compliant specialized nutritious products within Nepal. The assignment requires an in-depth evaluation of industry capacity, food safety and fortification standards, supply-chain systems, and alignment with national and global MAM product specifications. The assessment will generate actionable guidance to support government decision-making, strengthen domestic manufacturing capacity, and promote long-term supply-chain resilience.

Key Responsibilities

• Private-Sector Capacity Assessment:
  • Map potential processors and manufacturing facilities.
  • Assess infrastructure, production lines, equipment adequacy, and compliance with HACCP, GMP, ISO, and relevant QC protocols.
  • Examine raw material availability, supply-chain reliability, packaging technologies, and logistics systems.
  • Conduct SWOT and investment gap analysis.
• Policy and Regulatory Review:
  • Analyze existing food safety and fortification regulations, licensing procedures, and DFTQC protocols.
  • Identify alignment gaps with Codex, WHO, and UNICEF standards for specialized nutritious products.
  • Review laboratory infrastructure, testing capacity, and regulatory enforcement mechanisms.
• Review of National MAM Protocols:
  • Assess IMAM guidelines, product specifications, dosage requirements, and historical experience with Super Cereal Plus.
  • Examine procurement practices, distribution pathways, and integration with national supply chains.
• Challenges, Risks, and Market Analysis:
  • Identify technical, financial, operational, and market barriers to local production.
  • Evaluate institutional readiness, environmental considerations, workforce competency, and infrastructure constraints.
• Recommendations for Roadmap:
  • Recommend proposed feasible production models and enabling policy actions.
  • Recommend system strengthening, quality assurance enhancements, and investment priorities.
  • Recommend the development of a structured roadmap outlining short-, medium-, and long-term action steps.

Required Qualifications

• Master’s degree or higher in Food Technology, Nutrition, Food Science, Public Health, Food Processing Engineering, or related discipline.
• 8–10 years of relevant experience in fortified food production, food safety, nutrition programming, or product development.
• Demonstrated experience conducting feasibility studies, regulatory assessments, or private-sector capacity evaluations.
• Strong familiarity with WHO/UNICEF MAM product standards, Codex guidelines, and national food regulations.
• Proven analytical, writing, and communication skills; ability to synthesize complex technical information into clear, actionable findings.
• Experience working with government agencies, food industries, and development partners in Nepal or comparable settings.

• Final Report with executive summary, recommendations, and a detailed implementation roadmap.
